MOHRE

The UAE Ministry of Human Resources and Emiratisation — the federal body that regulates private-sector labour, work permits and Emiratisation compliance.

What is MOHRE?

MOHRE (Ministry of Human Resources and Emiratisation) is the federal regulator for private-sector employment in the UAE mainland. It issues work permits, adjudicates labour complaints, and enforces Emiratisation quotas.

What MOHRE controls

  • Work permits & labour contracts (all mainland private-sector hires).
  • Wage Protection System (WPS) compliance.
  • Emiratisation quota tracking and fines.
  • Domestic worker recruitment licensing.

What it does NOT control

Free zones (DIFC, ADGM, DMCC, JAFZA, etc.) issue their own employment contracts and are governed by their own employment regulations, not MOHRE. Domestic workers are covered under a separate federal law.
