MOHRE Skill Classification
MOHRE classifies private-sector workers into five skill levels:

| 2 | Professionals (bachelor's degree required) |
| 3 | Technicians and associate professionals (post-secondary diploma) |
| 4 | Clerical support |
| 5 | Skilled service, sales, and craft workers |
Emiratisation quotas apply only to levels 1–5. Unskilled labour (levels 6–9) is excluded from the calculation base.
Why it matters
A company with 200 employees but only 40 in skill levels 1–5 has an Emiratisation base of 40, not 200.
